1. a system of government in which a constitution divides government on a territorial basis; to me it means each part of the government havign its own rules
2.Expressed powers-delegated to the national govt. in so many words; Implied powers- not expressly stated but are suggested; Inherent powers- belong to the national govt. because it is the govt. of a soveriegn state within the world community
3.The national powers have their own delegated powers, the states have reserved powers, and they share concurrent powers; this is important so that niethe the national govt nor the states get to much power
4.it is a clause in the constitution and makes the constitution the highest form of law
